Padova Consulting

Padova Consulting is a premier professional services firm (License No. D-174527, Ministry of Industry and Commerce) dedicated to bridging the divide between international compliance standards and the complex, localized realities of Afghanistan. We provide high-impact research, evaluation, and management consulting services designed to integrate academic rigor with on-the-ground execution. Utilizing a hybrid team model that combines Afghan and international expertise, we ensure our insights are globally compliant yet contextually attuned, supporting UN agencies, NGOs, and development partners in delivering effective programming in fragile environments.

To ensure specialized excellence across our engagements, Padova Consulting is organized into four core functional units:

  • Research Unit:

    Focuses on gathering actionable intelligence through quantitative and qualitative data collection, large-scale surveys, needs assessments, and the identification of best practices.

  • MEAL Unit:

    Delivers comprehensive Monitoring, Evaluation, Accountability, and Learning services, including rigorous third-party monitoring to verify project outcomes and operational transparency.

  • Capacity Building & Training Unit:

    Dedicated to institutional strengthening, we empower local organizations and community stakeholders through data literacy training, knowledge transfer, and the development of sustainable M&E frameworks.

  • Data Analytics & Consulting Unit:

    Provides high-level strategic support, including data-driven decision-making, program development, and organizational reporting to optimize project efficiency and impact.

Our Team

Padova Consulting operates through a dual management structure. This includes a technical pillar and an operations pillar. The two company directors manage a pillar each. Technical Pillar – Overseen by a technical director, focusing on research methodologies, MEL, and capacity building. Operations Pillar – Managed by an operations director, responsible for logistics, field operations, and data quality assurance.

Rahmatullah Hakimi (M.A)

Rahmatullah Hakimi holds a Master's degree in Monitoring and Evaluation from Saarland University, Germany, and a second degree in Business Administration from the University of Padua, Italy. He has over 12 years of experience in monitoring and evaluation, project management, research, data analysis, capacity building, program evaluation, and knowledge management.

Shahnaz Haidary (M.A)

Shahnaz Haidary has master in Sociology – Gender Studies from the American University of Central Asia). She has 8 years of experience in gender and social inclusion, accountability, community engagement, and inclusive governance.
